Both can issue regulations which are legally binding on all members, directives which are also binding but can be fulfilled by each member's discretion, and recommendations and opinions which are not binding. The Commission and Council efforts are coordinated by the Committee of Permanent Representatives (Coreper), which links the national governments and the Commission, allowing a transmission of concerns and proposals, and the resolution of differences.

The rejection caused the EFTA states to redouble their efforts at forging a genuine free trade zone. Britain, Denmark, Norway, and Ireland applied once more for membership in 1967, and repeating his same arguments, de Gaulle once more rejected them. The growing divisions between France and the other EEC members over such issues as de Gaulle's scheme to expand the Community's powers and veto of new members climaxed in 1965 over four new issues: (1) the European Parliament clamoured for more power, particularly over the EEC budget; (2) the Commission wanted an independent SOurce of revenue for the EEC; (3) the Commission wanted the Community to decide by majority rather than unanimous rule; (4) and all members battled over the shape of the common agricultural policy (CAP).
